Philadelphia Ascends in Global Startup Rankings: A Testament to Innovation, Talent, and Collaboration

The Chamber of Commerce for Greater Philadelphia (the Chamber) is proud to celebrate a major milestone for our region’s innovation economy: Philadelphia has been ranked the #13 Global Startup Ecosystem in the newly released 2025 Global Startup Ecosystem Report (GSER) by Startup Genome. This marks a remarkable 12-spot leap from last year’s ranking and affirms what we’ve long known — Philadelphia is a world-class destination for startups, innovation, and inclusive economic growth.

Unveiled at VivaTech in Paris, the GSER is the most comprehensive analysis of startup ecosystems globally, drawing from data on over 5 million companies across 350+ cities. Philadelphia’s inclusion and rise in the rankings is presented thanks to the powerful collaboration between Ben Franklin Technology Partners of Southeastern Pennsylvania, the University City Science Center, and the Chamber of Commerce for Greater Philadelphia.

A Thriving Ecosystem with Global Impact

Philadelphia’s startup ecosystem generated $76 billion in Ecosystem Value between July 2022 and December 2024 — a 3% compound annual growth rate, even amid a global decline. This value, derived from startup exits and valuations, reflects the strength and resilience of our innovation economy.

The region also earned top-tier rankings in several key categories:

  • Top 15 Global & Top 10 North America in Performance
  • Top 20 Global & Top 10 North America in Funding
  • Top 30 Global & Top 15 North America in Talent & Experience
  • Top 30 Global & Top 10 North America in Knowledge

These rankings underscore Philadelphia’s ability to attract capital, cultivate talent, and drive research-based innovation.

Sector Strengths and Strategic Investment

Philadelphia’s startup growth is fueled by its leadership in Life Sciences, Artificial Intelligence, and Advanced Manufacturing. In 2024–2025 alone, the region attracted over $900 million in equity funding and acquisitions, expanded biotech and robotics facilities, and launched AI education initiatives — all supported by robust public-private partnerships and university-led R&D.

Our ecosystem’s success is also rooted in its commitment to inclusive growth. Programs led by organizations like Entrepreneur Works and the Welcoming Center are expanding access to entrepreneurship training and workforce development, ensuring that innovation in Philadelphia is both diverse and equitable.
