As the executive director of The Chamber of Commerce for Greater Philadelphia’s regional CEO Council for Growth, Claire Greenwood leads the work of nearly 60 business, higher-education, and civic leaders who commit their time and efforts to enhancing economic growth and prosperity in the tri-state area. Additionally, in her role as vice president of Leadership Engagement, Claire is responsible for leading the work of the Chamber’s Action Teams, which are industry and subject-matter-specific initiatives designed to create deep engagement within Chamber member companies.

As the Vice President, Economic Competitiveness, Sarah Steltz provides strategic direction and leadership in support of the Chamber’s mission to enhance the Greater Philadelphia region’s overall competitiveness by attracting and expanding companies, capital, and talent in key growth sectors. Prior to joining the Chamber in 2022, Sarah was the Deputy Commerce Director and Chief of Staff in the Department of Commerce for the City of Philadelphia. Sarah also served as University City District’s (UCD) Vice President of Workforce Solutions and Executive Director of the West Philadelphia Skills Initiative (WPSI), a nationally recognized workforce development organization. Sarah joined UCD after ten years at Drexel University, ultimately serving as the Director, Workforce & Economic Inclusion. She holds a B.A. from Susquehanna University and an M.S. from Drexel University. She lives in South Philadelphia with her family.

Kate leads a team that works to attract businesses and talent to work and do business in the Greater Philadelphia region and share the story of Philadelphia’s strengths and opportunities with national and international business and talent audiences. Kate has been with the Chamber since January 2023. Prior to joining the Chamber, Kate was the Deputy Director, Strategic Partnerships at Philadelphia International Airport. There, she led the growth functions for the Airport’s revenue team, including marketing and branding, air service development and cargo services, guest experience, and innovation. Kate has a B.A. from Williams College and lives in the Graduate Hospital neighborhood of Philadelphia.

As the director of the Chamber’s Business Attraction & Expansion efforts, James identifies, engages, and assists companies looking to locate or expand in the Greater Philadelphia region. James also markets the region at industry conferences and trade shows and forms strategic partnerships to drive business activity to the region.

Bryan Tsao
Manager, Life Science & Healthcare Initiatives

As the Manager of Life Science and Health Care Initiatives, Bryan aims to support the growth of health and life science companies in the Greater Philadelphia region by fostering collaboration and innovation within the region to improve public health outcomes and engage in student and workforce development. Bryan brings with him 10+ years of academic scientific research experience specifically focused on cancer. He holds a B.S. in Cell Biology from University of Kansas and a Ph.D. in Biomedical Sciences from Penn State College of Medicine. After his Ph.D., Bryan spent a year at Rutgers as a Postdoc to study cell and gene therapy (CGT) and learn about the CGT ecosystem through the National NSF I-Corps program. Additionally, Bryan is the Program Director of BioStrategy Partners where he manages programs that provide support and opportunities for Life Science companies in the Greater Philadelphia region.

As a research analyst for the Chamber’s Economic Competitiveness department, Chris gathers, synthesizes, and analyzes economic data in order to identify underlying trends and patterns to support the Chamber’s mission to enhance the Greater Philadelphia region’s overall competitiveness. Prior to joining the Chamber in 2022, Chris was a teaching assistant at Washington University in St. Louis. Chris holds a MA in Economics from the University of Toledo.
